A-Space - Lessons Learned and a Way Forward.A-Space was just announced as "operational" but in reality was really born on September 22, 2008.  We did alot of research on current Web 2.0 technologies, our understanding of the Intelligence processes, current tools within the IC, and how people WORK to get their missions and jobs accomplished.  What happened?  We created a social community in an environment not really trained to share.  We can do a live demonstration of the unclassed A-Space Dev Network.

The featured NOAA presenters are  Kyle Carothers, and Eric Hackathorn, Program Manager/New Media Specialist

Kyle Carothers has been a team member of NOAA’s, Office of Ocean Exploration & Research web team for six years. Specifically, he manages development and content for the nationally recognized Ocean Explorer website. He works directly with at-sea or on-shore content providers to collect and provide background material and daily logs from numerous signature expeditions throughout the year. Kyle is also responsible for producing NOAA’s first YouTube channel and its most successful Podcast on iTunes.

 

Eric Hackathorn started with his first computer before he learned to ride a bicycle. He started working for the National Oceanic and Atmospheric Administration (NOAA) in Boulder, Colorado after graduating from high school. Eric continues his work at NOAA today as a program manager and often takes a back seat to his much handsomer counterpart Hackshaven Harford. Hackshaven is Eric’s avatar (a virtual representation of himself) and exists only in the virtual world known as Second Life. Together they have been busy designing a public 3-D space to highlight the research NOAA performs.

Crowdsourcing: Moving from outreach to ‘inreach’

This would be a facilitated discussion about the goals, benefits, and challenges to implementing a strategy of participatory ‘inreach’ (via crowdsourcing or other means).

Using web 2.0 tools is not necessarily the same as practicing web 2.0.  Many institutions are using these tools (blogs, Facebook, Twitter) to reach the public in the new ways, or to reach new publics.  This is a valid method when the goal is traditional outreach.

Yet there is another side to these tools which we have not yet fully explored: instead of solely using web 2.0 to help the government’s message(s) reach the public, what if we were to use web 2.0 to help the public’s message(s) reach the government?   What if citizens could reach in to the government to help set agendas and priorities, and even accomplish goals?

  1. Technology pessimism: the "laggards" on Rogers Diffusion of Innovation theory. Using SM does not reach every audience; you'll reach Web 2.0 people without it; it's a waste of time to adopt technology when other methods are more widespread/available
  2. Technology realists: the "mainstream/late adopters": SM enhances government and should be used tactically; SM can be cumbersome, but can engage key audiences; SM can be integrated into existing processes gradually for greatest effectiveness
  3. Technology optimists: the "early adopters": SM is THE direction of democracy and government in 21st century; old politicians not using it are extinct; government needs a facelift, and SM will provide that

This course will be a hands-on and is intended to provide Government content managers and writers with a practice Drupal site. We will discuss the ability of the site to be customized to meet the needs of our organizations and attendees will get to play with a Drupal site in real time.

This is a writing course.

Social media can help engage more people in more ways than ever before. But how do you make sense out of 200 tweets, 25 people at a communty meeting, 100 comments on a blog, etc. I'm looking for simple (and transparent) ways to plan, communicate about, and inform policy and decision-making (as iterative not linear processes). Network Transparency and Citizen Networks for State and Local Government

    This session will be a collaborative discussion on the goals of transparency. It will consider the role of the citizen in "Old World" government, versus the role of the citizen in "New World" government. What does transparency mean? How does government best achieve distributed or decentralized transparency for projects, issues, events, rules and legislation. What is the practical value of citizen participation in achieving transparency?  

     We will reference practical examples such as Flight 93 memorial design, Imagine New York, and state and local projects in transportation, environmental planning, infrastructure, etc., It will examine universal organizing principles as well as the effectiveness of business service models that enable unique network support for differing business objectives.

Molly Moran (@mollymoran) Crowdsourcing: Moving from outreach to ‘inreach’

This would be a facilitated discussion about the goals, benefits, and challenges to implementing a strategy of participatory ‘inreach’ (via crowdsourcing or other means).

Using web 2.0 tools is not necessarily the same as practicing web 2.0. Many institutions are using these tools (blogs, Facebook, Twitter) to reach the public in the new ways, or to reach new publics. This is a valid method when the goal is traditional outreach.

Yet there is another side to these tools which we have not yet fully explored: instead of solely using web 2.0 to help the government’s message(s) reach the public, what if we were to use web 2.0 to help the public’s message(s) reach the government? What if citizens could reach in to the government to help set agendas and priorities, and even accomplish goals?

Ghetto? Gated community? A barrier by any name is still a barrier. Part of 2.0 is participation in the greater community/ecosystem. Government hasn't been focused on optimizing content for search--creating a barrier to locating the content. Seriously, how many pages of Google search results to you wade through? If your not among the first results, you might as well be among the last. Let's talk about an example of successful search optimization and then make up 5 Steps to Making Your Content Findable.  (I have 5, bring yours and we'll decide the top!)
