Context

BarCampBank has just been a first jam-session during BarCampParis4 to discuss vision and perspectives about bank. BarCampBank could not be discussed without the inclusion of any Barcamp founders and the greater hypermedia-community.

 

Our first discussion on september 16th let us think we could make some first experiences with some real money. My opinion is that the topic is quite serious and innovative to be driven via wiki-net-process. The executive leadership of BarCampBank should be made at least 3 people on a board of directors. I'm making an open call for suggestions on how to nominate, elect and organize a first local french committee. The very real problem is what constitutes the BarCampBankMembership, who will elect this committee, so suggestions on that front are welcome.

 

I recognize that while for the most part the subsection of BarCampBank hums along by itself, the serious executive questions like when to exile someone should be imbued with a fair process that is held accountable through elections. Moreover, I'd like others to feel equal ownership over the process.

 

I'd like to set an arbitrary deadline to have a board in place by November 1st. That means we should open voting by October 15th.

 

Things to decide by then:

 

* What defines a BarCampBankMember with voting privileges?

* What responsibilities belong to the board?

* What roles do the board need?

* What formal processes need to be in place?

* ... feel free to add more ...

I have begun to invite other wikistes to participate, since we have to be international and community-driven. ChrisMessina, LouisMontagne, TaraHunt, SunirShah and SamRose show some enthusiasm to join. I would suggest also a future Consensus by silent agreement. What defines a BarCampBankMember with voting privileges ?

 

Anyone with a homepage in place on *1st October 2006* with a tag BarCampBank are the initial voting pool that constitute the collective. The voting pool can invite new folks into the collective through some as yet to be defined formal process.

Would the board members have defined roles (e.g. in charge of the communication, server) or not?

  • Any decision that cannot be actually enacted by simply doing the work yourself on the site using the same powers as anyone else is an executive decision which the board would have privy over. For instance, moving the site to a new domain, changing the software, or exiling somebody.
    • In keeping with fair software, it's better if one board member paid attention to the community, another paid attention to the technology, and another paid attention to gaining and managing external resources.

 

Prime responsibilities:

  • Board members have both social and technological responsibilities.
  • When given a choice between growing power or to devolve power. When no such option is presented, aim to take no action until the ability to DevolvePower is available.
  • Protect the corpus.
  • Make BarCampBank a SafePlace to work.
  • Keep the servers (and domains, properties) running in the WikiNet.
  • Grow the community.
  • Build and Follow the BarCampBankMission.
  • Implement PinkoMarketing insights

 

Are there any specific roles among the board members?

  • Chair: The Chair's responsibility is to maintain the process.
  • There should be at least one board member representing each of the areas per country : Technology, Community, Resources (aka Treasurer).
  • Secretary: Should rotate each meeting; one person to publish the minutes.

 

How long would the terms be?

  • 1 year -- any shorter would be chaotic, and longer would not reflect the fact that interests change, nor would it respect the right to leave.
    • Starting when ? How about january 1st 2007 ?

 

Suggestions on how to nominate, elect, and organize this committee.

  • Any Barcamp member can nominate either themselves or another person
  • Naturally any BarCampBankAttendees is strongly invited to create a personal page and join before 1st october...

To be studied, just a first suggestion. I haven't added my name for the moment because I'm still not sure to be eligible in an international committe. A l'attention des lecteurs francophones, j'ai sûrement oublié des noms et remanierai/ compléterai ce tableau plus tard avec d'autres noms - je pense notamment à JeanMichelBillaut qui rentre de Chine, à MathieuCoste, à PierrePhilippeCormeraie. Mesdemoiselles, Mesdames, Messieurs, la règle est claire :

Pas de pages personnelles = pas possible de vous inscrire sur le tableau :-)

 

Disons que pour ce board il faudrait au minimum que les nominés de ce collectif puissent correspondre à l'aise en anglais sur quelques pages. Pour action, je compléterai notamment ce tableau d'une colonne dédiée à renseigner les rôles de chacun. Je suggérerai bien aussi de maintenir un espace francophone dédié pour élire le futur BarCampBoardFrance à échéance du BarCampParis7 ou ailleurs ?

 

D'autres idées en tête dont j'aimerais discuter avec le groupe du PinkoMarketing :

  • pas d'élection de membre sans page personnelle bien rédigée en anglais avec au moins une hcard et un profil renseigné sur le groupe ma.gnolia du BarCampBank
  • représentation de notre collège francophone avec au moins 1/3 de banquiers
  • et n'oublions pas qu'en France pour monter une association, il nous faut au moins un Président, un VP et un Trésorier.
  • nous manquons sérieusement de compétences juridiques pour rédiger des statuts et de graphistes pour plancher sur le LogoBarCampBank
